Why we do what we do

Tim Keller (1950-2023)Founder of Redeemer City to City

Timothy Keller helped a generation recover something many of us had quietly lost. Not new doctrine, but the center. The gospel not as an entry point, but as the ongoing power for all of life and ministry.

Out of his pastoral work in Redeemer Presbyterian Church, and the growing burden to see cities renewed through that gospel, came Redeemer City to City. Its conviction is simple, but not easy to live out. Cities change when the gospel takes root in churches that are theologically deep, culturally engaged, and missionally active.

City to City Asia Pacific (CTCAP) carries this same conviction into the cities of Asia. Here, the work cannot be imported or assumed. It must be grown. By developing local leaders, strengthening churches, and supporting church planting in the heart languages of each context, we seek to see gospel renewal take root in ways that are both faithful and enduring.

Your partnership makes this possible.

The CEO Foreword

A quiet, steadfast love.

There is a kind of love that shows up in growth and visible progress. But there is another, quieter love that endures when work feels fragile and leaders are weary. This report is about that kind of love.

We have framed this year around gospel love because it is the very heart of the Christian message.

As Tim Keller wrote,

"The gospel is this: we are more sinful and flawed in ourselves than we ever dared believe, yet at the very same time we are more loved and accepted in Jesus Christ than we ever dared hope."

That love reshapes us, moves us — from striving to resting, from isolation to community, from fear to courage.

We saw encouraging developments in 2025. Yet the most important story is the depth of formation beneath it. We are learning that movements are not sustained by strategy alone, but sustained by leaders rooted in grace.

This conviction shaped several key initiatives this year. We sought not only to equip leaders, but to enfold them.

The Prayer Catalyst Intensive gathered leaders across cities to cultivate a life of prayer as a dependence on God. The Persecuted Corridor Retreat created a safe space for leaders who carry real cost for their faith.

Gospel love calls us back to the center. Not to performance, but to repentance. Not to self-reliance, but to dependence. Not to building our own platforms, but to becoming a people shaped by Christ.

To our partners and donors, thank you. Your support goes beyond enabling programs, and into strengthening leaders, sustaining churches, and igniting gospel renewal in cities across our region. This work is slow and sometimes unseen — but it lasts.

We remain deeply aware that this work is not ultimately ours. We are being drawn into what God is already doing. And that gives us both humility and confidence. Because the same gospel love that found us is steadily at work, renewing lives, shaping communities, and, in time, transforming cities.

Years of Japanese Intensives

City to City Japan has run Japanese language Intensives since 2022, where local trainers and coaches walk alongside church planters to see the gospel renew hearts and cities. These Intensives have become a catalyst for deeper formation, equipping leaders with gospel-centrality that transforms ministry from striving to sonship.

In 2025, six new monthly Incubators emerged across Yokohama, Chiba, Osaka, Nagoya, Naha, and Sapporo, drawing individual pastors and entire church teams into immersive, contextualized learning. Within Incubators, the gospel is bridging divides between pastors and missionaries, and cultivating trust where tensions may have surfaced. This is a steady movement of gospel renewal, marked by humility, collaboration, and the deepening work of grace in Japan’s cities.

Years of Mandarin Intensives

City to City Taipei pioneered heart language Intensives, holding the first Mandarin Intensive in 2018. In 2025, breakthroughs emerged: a Southern Taiwan Intensive opened doors to a major denomination with limited prior exposure, while another partnership trained 300 leaders in gospel-centered ministry. These initiatives strengthened collaborative ecosystems and expanded gospel influence across denominational lines.

Significantly, pastors-turned-trainers experienced gospel renewal that reshaped their ministries and communities. In imparting this to their teams, gospel centrality began to transcend traditional boundaries between churches, spurring involvement for the good of the city and the sake of the gospel.

"This season has allowed us to focus on refining and improving our established programs, deepen core network relationships, and build upon the foundation set, rather than starting from scratch."

Set in multi-cultural, multi-racial, highly-urbanized Malaysia, Gospel City Network has been entrusted with the unique task of equipping leaders in multiple languages. In 2025, the team conducted the second Mandarin Mini-Intensive, the first English Mini-Intensive, and the first in-person Parakaleo Basic Intensive — reaching 100 leaders in total.

A 10-session weekly Incubator with the Bible College of Malaysia achieved seminary accreditation and broadened engagement with new denominations. And ahead of its 2026 public launch, Flourish Hill — a church plant of Gospel City Church, itself a CTC plant — covenanted as a church and voted in their pastors. This second-generation plant is a tangible expression of churches planting churches.

Years of Bahasa Indonesia Intensives

City to City Indonesia has run three Bahasa Indonesia Intensives since 2022. What began with 58 participants has grown to 160 in 2025 — reflecting hunger for the gospel. Driven by the desire of Intensive alumni to gather in their own cities, an organic gospel ecosystem has formed, with Gospel Forums on renewal hosted in Jakarta, Yogyakarta, and Surabaya.

The team executed 40 events in 2025 — Gospel Forums, post-Intensive coaching, and preaching cohorts — and partnered with like-minded ministries: GRAMI (gospel-centered teaching through multimedia and apologetics), Living Word (faithful theological publishing), and @ideclare.id (a youth-focused digital ministry).

After devastating floods and mudslides in November 2025, the church coordinated a massive relief operation — cooking 15,000 meals and distributing dry rations to 1,500 families. The powerful witness led a police officer to remark that he had never seen any group work with such dedication. A Buddhist monk sent a formal letter thanking the church for feeding people sheltering in his temple.

In Kandy, four pastors adapted the "Gospel as Story" module into a complete Sunday school curriculum — eight age-grouped sessions called "The Big Story" — and trained teachers to roll it out to children. The Gospel in the City event in the Sinhala language extended our network to a new group of leaders. In crisis and discipleship, gospel renewal continues to shape Sri Lanka’s witness of grace and restoration.

New Cities Engaged

After many years of leadership development and undergirding prayer, City to City Nepal officially launched in 2025 — a new chapter of organizational identity and gospel-centered collaboration. The team made inroads into Bharatpur city with a Gospel in the City event for 47 leaders. One pastor experienced a profound breakthrough in the "Praying Like a Child" session, learning for the first time to bring his small concerns to God with vulnerability.

Momentum continued through the City Conference in Kathmandu, which gathered 161 leaders and introduced a new “Praying for the City” model, deepening intercession for local contexts. At the Faith & Work Forum, a young professional discovered that his daily labor glorifies God when done with gospel motivation. Together, these moments reflect a movement of renewal—where grace reshapes prayer, vocation, and citywide mission.

Subash Pradhan, Movement Leader, CTC Nepal
"God brought the City to City network in Nepal through the journey of prayer and building a team. In a city where people are constantly striving for identity and success, the gospel reminds us that our true identity is not found in what we achieve, but in being loved and accepted by God through Christ."

Heart Language Intensives

The gospel in heart languages.

For real transformation, the gospel must speak in the language of the heart. In 2025, our modules adapted from the flagship Asia Intensive were delivered in six heart languages in addition to English, through Mini Intensives or Gospel in the City events.

The Asia Intensive

The 11th iteration.

Our flagship Asia Intensive training event entered its 11th year in 2025 — two weeks of intense learning, deep discussions, renewed convictions, and new connections to spark gospel-centered church planting and the building of gospel ecosystems in cities across the Asia Pacific region.

Rich Diversity

The 99-strong gathering of church planters, observers, and trainers came from 44 cities across 24 countries, spanning Asia Pacific and the MENA region. We welcomed delegates from six new countries — Bangladesh, Egypt, Kyrgyzstan, South Sudan, and Uzbekistan — and the inter-denominational representation, from Presbyterian to Pentecostal, underscored a striking unity in the gospel.

Gospel Centrality

From the start, we were reminded: every aspect of life and ministry — repentance, renewal, faith, marriage, theological vision, ministry design, preaching, cultural engagement — should be rooted in the gospel of Jesus Christ.

Trainer Humility

Gospel renewal was not just talked about, it was experienced. Across 33 modules, the trainers — themselves church planters — drew openly on their own hard lessons, complete humility, and utter dependence on God in their own journeys. Participants noticed.

"I love how all the speakers shared their life stories and testimonies as case studies. It relates and resonates with me personally — it is helpful to see how practical it could be."
Asia Intensive 2025 participant

This dependence on and rest in the gospel cultivated a similar openness among all participants. We now carry the same Spirit-led reliance as churches are planted across our cities.

Building Local Capacity

How the work multiplies.

Two simple structures carry the weight of multiplication:

Train the Trainer

A focused adult-learning immersion program for developing local trainers — so that gospel modules can be taught in the heart language, by leaders who already understand the city. The eventual aim: mobilize them for local Incubators and trainings within two years.

Incubator

A monthly cohort where Intensive alumni and Christian leaders deepen their grasp of gospel modules together. Local trainers develop their skillsets in the context of their cities. Cohorts run on roughly two-year runways.

Train the Trainer in 2025

Regional Sessions
Trainee Trainers

For the first time, we ran Train the Trainer in two regions to capture the theme of localization — a South Asia session in Colombo (27-28 May 2025) and a Southeast Asia session in Kuala Lumpur (4-5 June 2025). The sessions strengthened cohort bonds and drove deeper conversations grounded in regional context. 23 new trainee trainers were developed across the two groups, ready for mobilization into local city Incubators.

Incubators in 2025

New City Cohorts
Continuing Cohorts
Heart Languages

Local leaders led monthly Incubators in their own cities, while CTCAP trainers launched new Incubators in new territories. In 2025, we continued 10 local cohorts in Nepal, Mongolia, Cambodia, Sri Lanka, and Central Asia — and kicked off two new Incubator cohorts in Cambodia and the Philippines. Fresh batches of local leaders are now equipped to unite and contextualize the gospel in their own cities, in five languages: Nepali, Russian, Mongolian, Khmer and English.

Beyond the Intensives

Anchoring the work.

Beyond the flagship Intensives, ongoing programs hold the long-term shape of formation: Coaching to walk alongside pastors, Faith & Work to transform the marketplace, Prayer Catalyst to undergird, Persecuted Corridor Retreat to enfold, Kingdom Sower to honour.

Gospel Coaching Intensive in Colombo, Sri Lanka — The Skill of Listening session

Gospel coaching is real-time leadership development. This is the slow, intentional work that helps church planters remain rooted in the gospel, spiritually renewed, and sustained through the particular pressures of church planting and leadership.

In 2025, the first Coaching Intensives launched in Sri Lanka and Nepal, with 11 trainees gathering in Colombo and 16 in Kathmandu. The Kuala Lumpur Coaching Intensive equipped 12 new coaches from five countries. A Coaching Catalyst Meeting drew seven catalysts from seven countries, sharpening collaboration and shaping a shared strategy for coaching across the region.

Where vulnerability, honest reflection, and gospel-centered presence are modelled and not merely taught, emerging coaches begin to inhabit a grace-shaped understanding of what leadership is and commit to a faithful stewardship of the gospel and God's Church.

Gospel Love
"And now these three remain: faith, hope and love. But the greatest of these is love."

1 Corinthians 13:13

Gospel love is most visible in its actions.

  • It empowers, as we equip local leaders with wisdom to contextualize the gospel.
  • It builds bridges, as we encourage collaborations across churches and denominations.
  • It upholds one another in prayer, as the seeds of our work are sown.
  • It protects, as we advocate and care for the sick, the suffering, the persecuted.
  • It journeys together, as gospel Coaches help leaders navigate complexity.
  • It blesses our Kingdom Sowers, as we honour the Giver with what He has given.

We at City to City Asia Pacific have experienced, seen, and heard numerous stories of the renewing, transformative power of the gospel — in individuals, communities, and cities across our region. As we entrust this work into His hands, we look forward to even greater joy in the years to come.

Join us here to spark and support gospel-centered transformation across Asia Pacific.
